The student is not required to have an OGC; one can either take it or a private insurance. Usually, employed students who already have the OGC provided by their employer purchase private insurance.

The thing is that in Austria you can't choose insurance, like, for example, in the States; here, one specific insurance is assigned to each social/professional group. You can only purchase private insurance in addition. So clarify what the magistrate wants from you.
