Do you (or the person who wants to go to Vilnius) have a passport of an EU or NATO country?
Or maybe a residence permit of Lithuania?
If not, then only through Russia and Latvia. Directly is not possible.

NATO? Is it true? And Ukrainians are no longer allowed into Lithuania?
@Xena:: ah, that's exactly how Lithuanian TV reported it, I was also surprised, apparently they don't want to exclude Americans and Canadians in this way, so they found a way out. I think the same goes for Ukrainians, if they don't have some kind of humanitarian visa. What are these visas? I'm not aware.
