In parks. They usually feed on garbage, so they will be happy to have proper food. Just be careful not to get bitten.

Go to the Delhi University, to the southern campus, there are many of them there.
I saw monkeys at the Presidential Palace and Vidhan Sabha metro station (nearest to the Tibetan quarter).
