I bookmarked thejamesrooftop and sky28 for myself. There was no need to try them out, as our hotel turned out to be so good anyway (in terms of cocktails, atmosphere, view) - Bliss Rooftop.
I don't know how "cool" it is, but the food and drinks were delicious at the bar with Spanish motifs El Patron on Bd Mohamed Zerktouni.
And a very tasty fish tavern with seafood and local wine - Taverne du Dauphin between Casa Port and United Nations Square.
