Can someone please advise if anyone has encountered such a situation: just received an electricity bill that is double the usual amount, a really large sum, without any reasons (i.e. our consumption in life has not increased, but on the invoice it has almost doubled). Could this be a mistake? Has anyone else experienced this? Your experience would be very helpful if you could share it.
Sometimes things like this happen, the owner needs to go to them and sort it out.
Yes, we had that happen. We contacted the landlord, he wrote a statement and double-checked. The bill was adjusted downwards.

@Maria: In general, it's a mystery to me how Serbians record meter readings. In the summer, we go to Russia, returned on September 2nd, picked up receipts from our neighbors, every month they charged us for electricity, and different amounts at that.

@Lara: I also wondered about this - no one lived in the apartment for several months, it was closed, all electrical appliances were disconnected - electricity bills were coming in regularly, around 1000 dinars every month. I thought, maybe some depreciation. I didn't contact the authorities, just paid. But now I will try to figure it out, the amounts are completely different now.
@Maria: There is a fixed amount - even with zero consumption. Network maintenance, electricity delivery, etc. plus 350 dinars - for the media service (like an antenna that no one uses).
