In my opinion, you should follow this path: register with the Federation of your sport at the national level and at the Comunidad level where you will live. Any foreigner can do this. My daughter was a member of the equestrian sports federation before obtaining citizenship, and she held the title of Deportista de élite nivel promoción. Each comunidad has its own law regarding the awarding of this title and the conditions for obtaining it. The conditions also vary for different sports. This title allows one to not attend additional subjects. She would go to competitions, and her exam dates could be rescheduled. In our sport, to obtain this title, she participated in the Spanish Championship without making it to the finals (a foreigner cannot become the Champion of Spain), as well as necessarily in the Championship of Comunidad Valenciana.
