You can exchange both dollars and rubles for dong (but cash rubles are accepted rarely, and their exchange rate is lower, better to use cashless payments on a card). Union Pay works for withdrawals (ATM with the Union Pay logo), as well as for payments in large shopping centers, etc., BUT only banks not under sanctions (there are not many) (the list is updated).

Withdrawing from an RF card at an ATM is not the most beneficial option, as the rate does not always offer the PS MIR; the bank may set its own rate + take an additional commission for withdrawal (check with the issuing bank).
