Do they exchange old dollar bills in Kenya? Mombasa?

Today is the first day that I am in Nairobi and yes, they refused to accept old dollars (from 2006) at the hotel. I went to the exchange office, they exchange them, but at an unfavorable rate. We paid with a Kazakh card and didn't lose anything.
They accept and exchange dollars starting from the year 2009.
